Can it be even be done with a 27 point buy? Well if not, assume you start with all 13s. But if you can do it with 27 point buy over 20 character levels, more power to you!

yes it can be done, no class requires Con, so you can start with

12+1
12+1
8+1
12+1
12+1
12+1

I'm pretty sure I've seen a thread about this, anyway, with cheese on, you can get the item from GGR that allows a roll to chose a spell, get expertise in arcana, and you are actually a pretty broken character, able to use 7th level spells from any class.

Cheese off, you could do quite a bit of things, not gonna make a build now, but I'd get Paladin2 to smite, you'll have decent spell slots after all.

Edit: Actually you still got 2 points to spare, also consider you have 8 lvls to pick at your leisure, so that's pretty big, unless youare counting Mystic and artificer.

Go to youtube and search for Puffin Forest to get the “Abserd” answer to your question.

He is the hero of the story that they called and the name they are calling is Abserd!

Take the magical variant of each core class then take a bunch of levels in the fastest progressing casting class and while you will still be quite bad you will be able to cast in high level slots low level spells.

Abserd? I thought you wanted the *best* possible 12 class character.

Standard human, obviously. Probably 9 levels in one class (maybe fighter for extra ASIs) 1 each of the rest. OK let's do 8 EK levels since 9th level doesn't do much for us. Hard choice for who gets the level 2. Toss up between paladin and rogue. Cunning Action competes with the EK bonus action cantrip and smites are nice but this guy is going to do better as an archer so let's go rogue.

So we have:
Level 1 point build: S13 D16 C10 I13 W13 Ch14
EK 8 - 3 ASIs can get us to 20 Dex and Sharpshooter plus bonus action cantrips.
Rogue 2 - Cunning Action
Shadow Sorcerer 1 - for darkvision and survival if we lose all our flimsy HP
Bard 1 - Inspiration (took 14 Cha to use more class features)
Life Cleric 1 - Allows decent healing with bad wisdom and...
Druid 1 - ...Greatberry! They haven't errataed this yet, have they? Druid is also what drove me to a Dex build since we're now forced to eschew heavy armour.
Monk 1 - Mostly a waste. Can help if we're caught unarmed.
Barbarian 1- Rage will be defensive only unless we can get gauntlets or a giant strength belt
Paladin 1 - two levels is so much better . would still consider with the right equipment
Ranger 1 - sadly pretty poor with only the core Ranger. Decent survival skills
Celestial Warlock - a couple clutch non-spell heals
Wizard - We'll probably end up with a book containing every 1st level spell. And Wizard ritual casting of course.

OK. Arguably, Abserd is better.

Yes you can certainly. Search forum for "all class" or "12 class" in title, you'll find similar (including recent) threads. :)

In short...
- One option is go regular Human to pick 14 everywhere, so you can pick most classes evenly,
- Or pick CHA and get two ASIs one way or the other, pick a level of Hexblade Warlock or work from there.
- Or pick WIS and go Cleric or Druid as main chassis.
- Or pick DEX and play an Ambusher with Rogue as chassis.
- Or pick CON and go Bear Barbarian and play meat sponge.

Can't get all 14s with standard human. Best you can do is 3 14s and 3 13s.

You can get 14 everywhere except con and thus qualify for all classes.
We now just have to wait for WOTC to add to core a class that needs a 14 in constitution.

You wouldn't get any stat raises or feats very often.

1-12 = 0

8 levels left, only 2 jumps available.

You could get 3 if you are a fighter.

And 2 is more than enough to get 20 in the one stat you need.

Dump Int, start as Wizard.

You need to meet the requirements for your current class in order to multiclass out of that class. (PHB163)

Stats at 13 13 10 13 13 16 with standard human, with one extra point. Maybe make DeX 14 so you can switch to half plate/breastplate when you find it.

Start fighter (heavy armor), get 2 levels of sorcerer (metamagic) and 7 hexblade warlock (for eldritch smite, eldritch blast for ranged options, take ASI in charisma).
