An item with uses per day can be made into an effect that is constant, I just can not find it any where. Does anyone know the math for this ?

Use-activated or continuous = Spell level × caster level × 2,000 gp

If a continuous item has an effect based on a spell with a duration measured in rounds, multiply the cost by 4. If the duration of the spell is 1 minute/level, multiply the cost by 2, and if the duration is 10 minutes/level, multiply the cost by 1.5. If the spell has a 24-hour duration or greater, divide the cost in half.

You can't find it anywhere because it's not true. There is no rule that allows you to convert a uses/day item into at-will or continuous. You would have to consult with your DM to create a custom item. There's guidelines for custom items, but no formula, unless you're combining multiple existing items together or working within the established guidelines of a particular type of item such as a staff, runestaff, scepter, or scroll.

The process for creating a custom item, as per the DMG, is as follows.

1. Talk to the DM about the item you want to create. DM decides whether it is possible to do so.
2. If the DM approves the item, look for other items with similar functionality in order to compare price points. For most spell-based items, wands are a good place to start; for spells that provide stat bonuses like shield of faith or fist of stone (for example), the appropriate comparison might be a ring of deflection or belt of giant strength, respectively.
3. Determine whether the proposed item is weaker or stronger than comparable items; the price should be adjusted accordingly.
4. If you can't find a good comparison, consult the custom item pricing guidelines in the DMG (which suggest that an at-will item should be priced similarly to a 5/day item).
5. Using the above information, the DM assigns a price for the item.
