Under the description in the DMG under enchanting a shield to have the Bashing ability, it says:

"The shield acts as a +1 weapon when used to bash."

Does this mean that it does +1 to attack and +1 to damage, as if it were any other +1 weapon, in addition to the 1d8 a medium-sized Heavy shield would do?

Or is this to say that for the purposes of hitting creatures which require magic weapons, the shield would be an eligible weapon, but it would only do the 1d8, without any +1 bonus?

The first one. Otherwise, it would say "The shield acts as a magical weapon when used to bash."
