Unholy Vitality The Frostfell Queen regains 20 HP at the start of each her turns. This does not happen if since the start of her last turn she has taken Fire or Radiant damage. The Frostfell Queen only shifts to her next form if she reaches 0 HP and does not regenerate. In addition, she may operate without any penalties at 0 HP, for so long as her regeneration lasts.

Shroud Of Frozen Souls The Frostfell Queen wears a hooded cloak made from the frozen souls of those who have displeased her. In addition to providing her with an AC of 15+her Dexterity modifier, it also has the following effects:
-Anyone of her choice who begins their turn within 15' or enters into that area takes 1d10 Cold and 1d10 Necrotic damage.
-Any creature slain by her has their shrieking, tormented, frozen soul appear on the shroud. As a result, they cannot be raised from the dead until the shroud is destroyed.
-She has resistance to Fire damage. In addition, whenever she takes fire damage, the shroud lets out an unearthly scream. All creatures within 30' must make a DC 18 Wisdom save or become Frightened of the shroud's wearer for the next minute. They may repeat the save at the end of each of their turns, with disadvantage if the shroud is visible. Once a save is passed, they are immune to this effect until they complete a rest.

Legendary Resistance (1/Long Rest) When the Frostfell Queen would fail a save, she may choose to pass instead.

Undead Leader The Frostfell Queen has various effects that can reduce a creature's max HP. If any of these effects reduce a creature's max HP to zero, they immediately die and rise next round as a Wight under her control.

Magic Resistance The Frostfell Queen has advantage on saves against magic.

Actions
Touch Of The Grave Melee Spell Attack: +16 to-hit, reach 10', one animate target. Hit: 2d10+10 Necrotic damage, and 2d10 Cold damage. In addition, the target's maximum HP is reduced by the amount of Necrotic damage dealt unless they pass a DC 18 Constitution save.

Frozen Ray Ranged Spell Attack: +16 to-hit, range 300', one target. Hit: 3d10+10 cold damage, and the target has their speed reduced by 10' until the start of the Frostfell Queen's next turn. This effect may stack with itself.

Drain Life (Recharge 5-6) The Frostfell Queen attempts to draw in the very life force of all those who would dare lift a hand against her. All creatures of her choice within 120' must make a DC 18 Charisma saving throw-on a failure, they take Necrotic damage equal to half their total HP and have their maximum HP reduced by the same amount. On a success, they take half damage, and their max HP is unaffected.

Extra Attack V The Frostfell Queen makes up to six attacks, in any combination of Touch Of The Grave, Frozen Ray, or other attack actions.

Bonus Actions
Empower Minions The Frostfell Queen bestows great power on those who follow her. Using this bonus action allows her to grant any ally within 120' of her 60 THP and a +6 bonus to all damage rolls for the next minute.

Teleport The Frostfell Queen teleports up to 120'.

Shape Ice The Frostfell Queen can, as a bonus action, shape up to 1,000,000 cubic feet of ice around her. (That is the equivalent to one hundred 10'X10'X10' cubes.)

Reactions
Spite When damaged by an attack, the Frostfell Queen may force the attacker to make a DC 18 Charisma save. On a failure, they take half the damage she was just dealt.

Legendary Actions
The Frostfell Queen can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The Frostfell Queen regains spent legendary actions at the start of her turn.

Attack. The Frostfell Queen makes a Touch Of The Grave or Frozen Ray attack.
Empower. The Frostfell Queen uses Empower Minion.
Teleport. The Frostfell Queen uses Teleport.

I really like it! I feel there's not enough high-challenge monsters in the manual, and there's so much opportunity with such a wide range of potential abilities

Beast Of Many Tendrils Grappling never affects the Frostfell Queen's speed. In addition, she may, as part of her movement, move any grappled creature to anywhere within her reach.

Necrotic Meltdown If the Frostfell Queen is slain, she explodes in a rancid, necrotic degeneration. All creatures within 300' must make a DC 26 Constitution save, taking 10d10 Cold and 10d10 Necrotic damage on a failed save, or half on a success. All creatures between 300' and one mile away must make a DC 16 Constitution save, taking 1d10 Cold and 1d10 Necrotic on a failed save, or none on a success. Anyone slain by this rises as an uncontrolled Wight. In addition, the area she was killed in becomes permanently scarred and desecrated by her death.

Blind The Frostfell Queen, in this form, has no eyes.

Actions
Frost-Wreathed Tendril Melee Weapon Attack: +16 to-hit, reach 50', one target. Hit: 2d10+10 bludgeoning damage, 2d10 cold damage, and 2d10 necrotic damage. In addition, the target's max HP is reduced by the amount of Necrotic damage dealt and the Frostfell Queen regains HP equal to that amount, unless the target succeeds on a DC 19 Constitution saving throw. Finally, the target is grappled (Escape DC 26), and while grappled, Restrained. The Frostfell Queen may grapple up to 24 targets, one in each tendril.

Vicious Bite Melee Weapon Attack: +16 to-hit, reach 10', one target. Hit: 4d12+10 piercing damage, 2d10 acid damage, 2d10 cold damage, and 2d10 necrotic damage. In addition, if the target is Huge or smaller, she may choose to swallow them whole. While swallowed, they are Restrained, Blinded, and take 3d10 acid, 3d10 necrotic, and 3d10 cold damage at the start of each of their turns. Her cavernous stomach is capable of holding an absurdly large number of creatures. At the start of the Frostfell Queen's turn, she must make a Constitution save with a DC equal to the total damage she has taken from creature's inside her since the start of her last turn. On a failure, she regurgitates them in a square of her choosing adjacent to her. If the Frostfell Queen is slain while targets are inside, they are subject to the maximum possible damage from her Necrotic Meltdown, but should they survive, they find her body has melted into a horrid puddle of ichor and refuse, leaving them free.

Overrun The Frostfell Queen charges forward, consuming all her movement and moving up to 120'. Anyone she moves over or is adjacent to at any point in this move is subject to a DC 19 Dexterity save. On a failure, they are subject to an automatic hit from her Frost-Wreathed Tendril. On a success, they may either avoid damage entirely, or be subject to a normal Frost-Wreathed Tendril attack, but also make an Attack of Opportunity as she passes by.

Extra Attack V The Frostfell Queen makes six attacks, in any combination of Frost-Wreathed Tendrils, Vicious Bites, or other attack actions.

Bonus Actions
Teleport The Frostfell Queen teleports up to 120'.

Shape Ice The Frostfell Queen can, as a bonus action, shape up to 1,000,000 cubic feet of ice around her. (That is the equivalent to one hundred 10'X10'X10' cubes.)

Hatred The Frostfell Queen lets loose her hatred, focused on a singular target within 120' she can perceive. The target must make a DC 19 Charisma save, becoming Paralyzed on a failure until the end of her next turn.

Reactions

Interrupt When targeted for an attack, the Frostfell Queen may make a single Frost-Wreathed Tendril attack against them before the attack takes place.

Consume (Requires 2 Actions). The Frostfell Queen targets a single ongoing magical effect within 120' she can perceive. She and the caster roll off, each adding their casting stat and proficiency bonus. (Intelligence and +6 for the Frostfell Queen.) If the Frostfell Queen rolls higher, the effect ends and she gains THP equal to the spell level squared.

Is there any restrictions on what she can do with shape ice? IE: no crushing people, no trapping them with no save in a little pocket and then melting the ice to drown them or anything like that?

I'd say that the ice shaped is fragile for a few rounds. Low HP and AC, so so long as you immediately take action against the ice, you won't be trapped.

I'll also say that she cannot build structures that are inherently unstable-if you choose to NOT break any walls, it won't collapse on you. (Which isn't to say SHE can't break the walls down, but hey.)
