Was wondering if there were any items that granted spells or other magical effects as an at will ability. I know there is the formulate for custom magic items, but I am looking for non-custom magic items.

I assume this ability will be rather costly and only duplicate low level spells, such as 1st and 2nd, and maybe 3rd.

I also know about the runecaster and permanent runes.

Hand of the Mage (Mage Hand, 0th)
Hat of Disguise (Disguise Self, 1st)
Ring of Invisibility (Invisibility, 2nd)
The Crystal Balls (Scrying, 3rd or 4th)
Ring of Telekenisis (telekenisis, 5th)
... are all core and do spells pretty much directly.

Something like a Minor Cloak of Displacement is at-will, and essentially does Blur (2nd) although it's based on a 3rd level spell.
The Cubic Gate does a limited form of Gate (9th).

There's more, really, you just need to go browsing.

It's from an April Fool's article and probably not meant for serious player use, but there is the Collar of Perpetual Attendance (http://archive.wizards.com/default.asp?x=dnd/fools/20030401c) for at-will Unseen Servant.

Amulet of the Planes does Plane Shift (with some minor limits), which is either 5th or 7th (depending on class).

So... yeah, there's lots, even in Core.

Rings are a good go-to. Blinking, Feather Falling, Freedom of Movement, Invisibility, Meld Into Stone... just browse the list of rings (http://www.d20srd.org/srd/magicItems/rings.htm) in the SRD, there are a few more.

I meant more along the lines of something that lets you spam magic missile or another damage/offensive. instead of buff spells I guess I should have specified that. For example I remember an artifact that did lots of things, but one of them was let you cast Searing light at will. I suppose at will telekinesis can do lots of damage if you have some rocks or something lying around.

The Icehearts (Frostburn) allow (amongst other things) ray of frost at will.

So like, say, a Ring of Animal Friendship (http://www.d20srd.org/srd/magicItems/rings.htm#animalFriendship) (Charm Animal (http://www.d20srd.org/srd/spells/charmAnimal.htm)), a Rod of the Python (http://www.d20srd.org/srd/magicItems/rods.htm#python), Rod of Withering (http://www.d20srd.org/srd/magicItems/rods.htm#withering), Rod of Wonder (http://www.d20srd.org/srd/magicItems/rods.htm#wonder) (multiple offensive options, and the rod is at will, if a bit random), a Bowl of Commanding Water Elementals (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#bowlofCommandingWaterElementals) gives you an at-will Summon Monster VII (when combined with a Decanter of Endless Water (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#decanterofEndlessWater) for fresh salt water wherever). Should also mention the other summoning items, for Fire (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#brazierofCommandingFireElemental s), Air (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#censerofControllingAirElementals ), Earth (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#stoneofControllingEarthElemental s), although the others all have activation methods that are harder to make trivial), Eyes of Charming (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#eyesofCharming), Eyes of Doom (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#eyesofDoom), the Instant Fortress (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#instantFortress) (can crush folks when summoned)?

Edit: Oh yes, and you can have ammo available for Telekenisis reasonably readily. Get a horse and cart, load the cart up with suitable ammo. I'm fond of Large Mithral Greatswords, but oversized arrows also work very well.

A fairly powerful one (technically once per round, not at-will) is the Holy Avenger (http://www.d20srd.org/srd/magicItems/magicWeapons.htm#holyAvenger), which gives Greater Dispel Magic. I've also just noticed that by RAW it gives enemies the Paladin is in melee with SR, since it says "anyone adjacent" rather than adjacent allies, which is... interesting. I wonder if that's RAI?

Isn't there like an evil lump of coal that gives spell-casting as a necromancer sorcerer...

Here we go: Death Rock (BoVD p.120). Major artifact. Gives you Sorcerer casting equal to your own level, but only necromancy spells. Once/week have to kill your dearest loved one, so...

Not actually at will though

Huh, can you give somebody the Death Rock without telling them what it is (or mind control them into taking it) to kill their loved ones with no save, no SR, no immunity? Kinda like Love's Pain, but with instant death and automatic raising as undead.

I was also wondering if there's an artificial way to make your most hated enemy your dearest loved one. Programmed Amnesia, Mind**** or similar?

That seems dangerous to do to yourself, since you might be inclined to warn them, give up the stone, or try to bring them back after the fact. Seems safer to use a disposable minion for that sort of thing. If you want to use it for yourself, I feel like you're better off just resurrecting your loved one every week (though getting them to see it that way might be... difficult). Or I guess possibly a contingent spell to change who you love that activates right before the stone does, then a second to fix your mind right after? Seems a bit dicey, though.

I was also going to suggest Elixir of Love, but it's effects got watered down in 3.5. The PF version (Philter of Love) seems more solid.

Psychoactive skin of proteus (http://www.d20srd.org/srd/psionic/items/universalItems.htm#skinofProteus) allows you to manifest metamorphosis on yourself, at will. Note that not only does this grant a MASSIVE boost to your utility and survivability due to monster sizes, ability scores, special abilities, movement speeds and types, etc, but it also heals you as though you rested for a night every time you use it.

And if you have a spellblade keyed to metamorphosis, you can even redirect it to your friends (for buffs) and foes (to basically auto-kill them [no save, no SR, no defense whatsoever]).
