Asking across the broad spectrum of 3e, 3.5e, and PF. This is kind of an extension of the 20th-level Commoner thing. I'm just wondering if any official WOTC or Paizo products have acknowledged the existence of 20th-level NPC classes.

Imhotep (Deites and Demigods 147) is a 20th-level Expert.

Google is failing me, but I seem to recall some very high-level tax collector in either Eberron or Faerun (almost certainly Faerun, thinking about it).

While none are stated out, the random city generation mechanics in the Dungeon Master's Guide (page 139) give the possibility of a metropolis having 4 28th level commoners (though 22nd level is average for the highest level). Average highest level of warriors is 17th, adepts 15th-16th, and experts 19th-20th.

In the ELH, Hesmeth Schlade is a Wizard 10/Expert 20, though having PC levels as well muddies it a bit. As for another 'close' fit: Mael is an Expert 18, and there is a mention of the Planar Cartographic Society using 16th level warriors for muscle because they cannot afford better.

I checked The Forgotten Realms Wiki (https://forgottenrealms.fandom.com/wiki/Maelos_Karanok) - while not, exactly, "20", there are:
Brian the Swordmaster - Expert 16/Fighter 4 (City of Splendors: Waterdeep)
Maelos Karanok - Aristocrat 18/Cleric 1 (Lords of Darkness)
Surrolph Hlakken - Commoner 16/Vigilante 1 (City of Splendors: Waterdeep)

Also, dunno how "official" it's for you, but Nodwick - from the comic strip of the same name - was statted in the Dragon #270 as Henchman 21

Oof... what poor life choices lead to someone taking Commoner for 16 levels then Vigilante?
