So how would you build a Captain Haddock(esque) character in 5e? Or Tintin for that matter. Feel free to pick any album.

I wouldn't. None of the adventures Tintin participates in could reasonably be considered appropriate for D&D. If I was going to build any of the characters from those books, I'd start with a different system.

Sailor background, obviously, but that's about where it ends. Like Tanarii says, he's not really a good fit for DnD settings, so at most you're going to have a character who is inspired by Haddock, which is about vague enough to be just about anything.

Tintin - Beastmaster Ranger variant human with the sage background, the lucky feat and Snowy the dog as his animal companion. Investigation and Perception are must have skills.
