Male half-dragon tortle (dragonborn stats) fighter with a Crown of Human Feminity (homebrew, cosmetic).

Probably just a lizardfolk/dragonborn/race with a tail lady in a class that offers "Alter Self" as a spell. Or a 14th level Moon Druid or Warlock for permanent Alter Selfs. Use alter self to give horns/claws and adjust the body to be human female with a tail.

Flavor background and personality to taste.
