Cloak of Flies has a 5’ Radius and says “Any other creature that starts its turn in the aura takes poison damage equal to your Charisma modifier”

So, a character or monster with a 30’ move can start its turn 10’ away from the warlock, close with the warlock to Cure Wounds or melee attack, and then move outside the AOE after their action and NOT be damaged by the cloak, right? Obviously, foes could be exposed to an opportunity attack when they disengage.

Am I missing anything?

You aren't missing anything, that's how it works. You can, of course, move towards the enemy on your turn, or use various means to prevent them from moving away, if you're not afraid to be stuck in melee. Any some players (and perhaps GMs) tend to have irrational fear of Opportunity Attacks, even when the result would be less dangerous than staying in their current position.
