There have been a few threads lately about this module, and it seems a common thread that it's a bit uninspired as a mega dungeon. My question is, would it work breaking it into level or 2 chunks to make points of interest populating a campaign world?

It could work, yes, but there are many times where something happening in one level influences what's happening in others, so you would likely lose all that.

It would certainly not work better than as a megadungeon, but it would work. Well, I suppose it's preferable if you don't like megadungeons.

I disagree with the statement that it's uninspired though. It's a bit dry, but it's the PCs who are the oil letting the clockwork move smoothly.
