Can you use an anklet of translocation to teleport up onto a wall?

For example, if a 6ft tall character was in the space in front of a flat topped 5ft tall wall could they use the anklet to teleport on top of it?

Could a 3ft tall character do the same or do they need to be able to see the top of the wall?

I think the answer is dependent on where the effect is centered. If it's centered on the top surface of the wall in the middle of the space then I would think the 6ft character could teleport there but the 3ft character could not. If line of sight to any part of the space is sufficient however the 3ft tall character could also teleport there since they could see the edge of the top of the wall, but this sounds dubious.

Line of affect is also necessary for the anklet but in this case I think it would be essentially equivalent to line of sight (excluding any form of concealment).

Any insight would be appreciated!

As long as you have view and it's within your range it's fine.

Spells and items don't work like Portal guns. Being able to see where you want to go doesn't mean seeing a flat horizontal surface, you can teleport upwards into an open space if it's within your range of Xft.

So the only limitation other than the range and not teleporting into an occupied square is that you need line of sight and line of affect to at least 1 square foot of the surface area of the 5ft/5ft cube (as per line of effect rules PHB 176)?

Sorry to be so particular, the ruling just seems like it will affect a lot of things.

Sorry to be so particular, the ruling just seems like it will affect a lot of things.Pretty much this. The 5 ft cube that most medium-sized characters occupy (yes, even if your 6 ft Viking has to hunch over to fit) doesn't specify exactly where in that cube the character is located at any specific point in time. Since you can move around, leaning over or even standing on tiptoe in order to see out of your cube, the rules just want you to be able to draw a line from some part of your cube to some part of the target cube without any obstructions along the way.
