Shapechange into Chwinga for unlimited charms?

The Chwinga (from ToA) has the follow feature:

Magical Gift (1/Day). The Chwinga targets a humanoid it can see within 5 feet of it. The target gains a supernatural charm of the DM's choice.

Could a Wizard/Druid of level 17 or above cast Shapechange then repeatedly transform into a Chwinga to give 300 charms to your buddies?

Seems RAW to me, although no sane DM would allow it.

For that matter, isn't it an elemental of fairly low CR?

What about summon elemental / summon minor elementals?

Shapechange lasts an hour, and you need three actions per charm (change to a chwinga, use magical gift, change to something else, repeat), so you'd actually only get 200 charms per day.

There's an assumption that you're turning into a different Chwinga every time. I'd treat the ability as used up if you turned back into one. It's the same day after all.
