Hello, as per title, I am kind of stuck with a Horizon Walker Shadar Kai. It's a Planescape Campaign and the DM has built parts of the campaign around the availability of this character.
The problem is that the rest of the party is an Inquisitive, a Mastermind, and an Abjurator Fighter-Wizard who sort of tanks, but its tankyness will decrease as he levels up.

Any suggestions about builds and multiclassing to improve survivability and reliable damage output, given the constraints of Race and one of the classes? We are pretty flexibile with tweaking the characters for the first few levels, so nothing apart those two things is set in stone.

Fight with a shield and tank for the party. You are the tankiest character in the party without any tweaks.

You can take the defense fighting style. And also use a shield, Horizon Walker's bonus action damage ability prefers sword+board. Take Absorb Elements as a spell to reduce magic damage.
Once you've got extra attack you could also add 1-2 fighter levels for dueling style and action surge (and a weak second wind).
Or even barbarian levels, if your stats will let you do a strength-based ranger.

And at high level you get a damage-halving reaction.

For some added versatility, mix in Darts with your sword-and-shield style to allow you to gain your Force damage at range. Consider packing a Whip for those times when hitting 3 people while teleporting is made easier with a 10 foot range.

You have access to Goodberry and Healing Spirit, so you're the closest thing your party has to a medic.

You also eventually can gain access to Lesser Restoration and Silence.

If you're really worried about survivability, you can take two levels of Druid for Moon Druid and shapeshift into a 34 HP Bear that deals Force Damage and teleports on its attacks. Once they get rid of that, then they're dealing with a Ranger with a shield and sword. Kind of a lose-lose for them.

Thanks for the advice, guys.

How would a Strength-based ranger be built?
Assume I can rearrange stats any way, and/or start with a first level of fighter, or any other class.

You'd either need to work in a level of Barbarian or Fighter, and both have their problems when considering the fact that you need a 13 in Strength, Wisdom, Dexterity, and whatever Constitution you want (and as a Strength character, that'll be a lot).

I'd probably go Barbarian, as this means that your 13 Dex can actually help with your AC, and so that you can compensate for your relatively low attack modifier by using Reckless Attack as needed.

Gloomstalker or Hunter would get more out of Barbarian (more attacks = more Rage damage), but the Force damage could mean that your attacks will go unmitigated by resistances and immunites, which can be a big deal for a Barbarian sometimes.
