one that has them not being such low-tier ones, while still being easy and quick to create?
they wouldn't need to be ones that make good adventurers; just ones that are better in general than the baseline ones, and would do decently in noncombat roles.
I especially feel that commoners are simply too weak for what they should be good at.

What specific roles are you looking to fill, and what is the intended role of commoners in your opinion?

If you want easy to build characters to throw around as NPCs, you can pick some base classes that are pretty much one trick ponies with little variance in builds. Stuff like straight Samurai, Hexblade, Scout, Swashbuckler, those classes are usually delegated to a single function without multiclassing and PrCs. Believe me, most of them have only one or two class features, then a bunch of useless or passive bonuses.

You can also just give NPCs the abilities you want them to have. You're the DM. It's allowed.

Yeah, you can just make a character from scratch without looking up any rules at all and then come up with a suitable CR for it. You could even call the homebrew guys to help.

I really like your Aristocrat—much better than the published versions. Etiquette and Comeliness are especially flavorful and appropriate.

Thanks for the good words.

I know the warrior is literally PhB Fighter+ (cuz the fighter is just that horrible)

But, I feel the Aristocrat and the Adept make for decent PC classes as well as NPC classes with the Aristocrat coming out ahead thanks to the potential for extra money, and said purchased items making up for any shortcomings.

What about using unearthed arcana generic classes? Fully customizable for saves, skills, and abilities. With DM discretion, which is you, you can copy other class abilites for their bonus feats.
