Taming the Beast:

Beginning at 1st level, you have mastered your curse through training, meditation and willpower. Your alignment doesn't shift as you change forms, and you can assume your beast form or hybrid form at will. Additionally, when you transform you can choose to have any of your equipment merge into your form for the duration of your transformation.
Also, you can choose not to spread your curse when you hit a humanoid with an unarmed strike, such as your beast or hybrid form's natural weapons.

Relentless Attacker:

Once you reach 2nd level, you can draw forth a well of stamina from your curse when you attack. When you make a melee weapon attack, you may reroll the damage for that attack and use the higher result. (Alternatively, for large numbers of dice, add +2 to the damage roll instead.)

Blessings of the Moon:

Starting at 3rd level, your connection to your curse starts to manifest in unusual ways. Choose one of the following blessings. You may choose another at 6th level, and one more at 9th level. Unless a blessing says otherwise, each blessing can only be taken once.

Eyes of the Curse: If you choose this blessing, your eyes shift to more closely resemble those of your beast form. Additionally, you gain darkvision of 60 ft., regardless of what form you are in.
Hide of Steel: If you choose this blessing, your AC increases by 1 as your skin grows tougher and thicker. You may take this blessing up to three times.
Quick Shifter: If you choose this blessing, you can use your Shapechanger feature as a bonus action.

Bonus Attack:

Starting at 5th level, when you take the Attack action, you can make an additional attack as part of that action.

Silver Resistance:

Beginning at 7th level, you can gain resistance to nonmagical silvered weapons for 1 hour. Once you use this feature you can't do so again until you finish a long rest.

Regeneration:

When you reach 10th level, your curse is potent enough that you can shrug of minor injuries. At the beginning of each of your turns, you regain hit points equal to your Constitution modifier (minimum of 1 hit point). You don’t gain this benefit if you have 0 hit points, if you have more than half of your hit points left, or if you took damage from a silvered weapon since your last turn.

The general idea is ok, but its extremely front loaded.

PrCs don't normally grant ST proficiencies, like when you MC you get some weapons and armor profs, and some skill maybe. Giving it full proficiencies and the most important feature at lvl 1 (full control of your shapechange), means for 1 lvl you have all you wanted from the PrC and then some.

I'd personally move full control a bit up the levels, and make it a 5 lvl PrC, so the player can be something more than just a werewolf.

This one only does if you start as it, just like other classes. Mostly there for a DM that wants to waive the Level 5 requirement.
Also it's already possible for the cursed to gain control of their shapechange through some nebulous means. This just gives you slightly more control.

Ok, since I saw the requirement I assume it was exclusively a PrC

I mean, it kinda is, since you need to be a werebeast first, but the MM does mention you can be born a werebeast, so if you're DM's letting you have that...
