Edit: This is a sorcerer subclass, meant to unify being a caster with being a manifester without using spell slots to manifest powers.

Psionics
You have inherited powerful pionic powers from an ancestror, and can augment your spellcasting with the ability to use powers.

Talents
You learn 1 psionic talent of your choice. When you reach a level that allows you to learn an additional sorcerer cantrip after 1st level, you can choose to learn an additional psionic talent instead.

Psionic Disciplines
At 1st level, you know one psionic discipline of your choice. The Disciplines Known column of the Psionic Bloodline Psionics table shows when you learn more disciplines. In addition, whenever you gain a level in this class, you can replace one discipline you know with a different one of your choice.

Each discipline you learn as part of this subclass must be an Awakened or Wu Jen discipline.

Psi Points
The Psychic Bloodline Psionics table shows how many psi points you have to manifest your powers. To manifest a power, you must spend a number of psi points equal to the cost of the power and no higher than your remaining psi points and psi limit. You regain all expended psi points when you finish a long rest.

Psychic Focus
You can focus psionic energy on one of your psionic disciplines to draw ongoing benefits from it. As a bonus action, you can choose one of your psionic disciplines and gain its psychic focus benefit, which is detailed in that discipline’s description. The benefit lasts until you are incapacitated or until you use another bonus action to choose a different focus benefit. You can have only one psychic focus benefit at a time, and using the psychic focus of one discipline doesn’t limit your ability to use other disciplines.

Psionic Ability
Charisma Wisdom is your psionic ability for your psionic disciplines. You use your Charisma modifier when setting the saving throw DC for a psionic discipline or when making an attack roll with one.

Discipline Save DC = 8 + your profciency bonus + your Charisma modifier

Discipline Attack Modifier = your profciency bonus + your Charisma modifier
1/3 psionics, without the psi points. Charisma as the manifesting stat, and is restricted to the Awakened and Wu Jen groupings.

Psionic Awakening
From 1st level, you have 2 psi points, in addition to the sorcery points you gain later. You can spend these psi points (along with any psi points you gain later) on psionic disciplines you know. You regain these psi points at the end of a long rest.

Additionally, you can convert sorcery points to psi points whenever you manifest a power (no action required).

At 6th level, the number of psi points you gain from this feature increases to 5. At 14th level, it increases to 8.

Psi points to allow using powers, and without giving as many psi points as a 1/3 manifester.

Psionic Dodge
Starting at 6th level, you can channel your psionic focus into a shield of energy as a reaction when an attacker that you can see hits you with an attack. When you do so, you lose the benefits of your psionic focus and halve the attack's damage against you. You cannot use this ability if you do not have an active psionic focus.

A weaker version of the rogue ability of the same name, working the same way as my psychic warrior subclass.

Levitate
Beggining at 14th level, while you aren't wearing armor you can start levitating your body as a bonus action on your turn. You gain a flying speed equal to your current speed and the ability to hover. This effect lasts until you dismiss it as a bonus action on your turn.

Fresh Psionics
From 18th level, the psi points you gain from Psionic Awakening return to their maximum after a short rest.

A knockoff of an ability two sorcerer subclasses already have, and a bonus allowing you to use powers more often.

Wisdom is your psionic ability for your psionic disciplines. You use your Charisma modifier when setting the saving throw DC for a psionic discipline or when making an attack roll with one.

If you're using Charisma for saving throw DC and attack rolls, then Charisma is the psionic ability, not Wisdom.

Also, what class is this an archetype for? Bloodline makes it sound like Sorcerer, but you don't specify (or at least I didn't see it).

Thanks for catching that typo, and yep, it's a sorcerer. I'll clarify both.
