Famous Optimized Character Builds (http://www.giantitp.com/forums/showthread.php?258580-Famous-optimized-character-builds) might be worth a look. There are a few that can be done by ECL 8.

Otherwise, Barb 2/Fighter 6 with the standard ubercharger PA/Leap Attack/Shock Trooper combo is what some casual players typically consider "overpowered".

UR priest with no levels in other classes and prestige to recruit a lycanthrope to start the game by being bitten and retraining their levels in lycanthrope in more ur priest levels.(needs to find some retraining quests but before that you are still a full caster with spells up to level 8)
Elven generalist domain wizard which gets ninth level spells in 8 days with the weird pattern of spell obtention(needs a lot of ingredients such as chaotic spell recall, having one chaos spell of each level in your spell book, counting as a spontaneous spellcaster and using versatile spellcaster and so on).
Anyone with a candle of invocation which then use it to get a magical item of infinite cl all the spells at will.

infinite all the spells is also a popular choice but not as strong.
