[3.5] Flash Frost Spell metamagic feat [Answered]

The Flash Frost Spell metamagic feat says that it deals additional damage based on the level of the spell. Another metamagic feat (I don't recall which one) specified that it was referring to the pre-metamagicked spell level. Flash Frost Spell does not specify. Should one assume that if it is not specified, it is ok that the total spell level after metamagic should be used to determine this bonus damage?

Only Heighten Spell changes the LEVEL of the spell. Other metamagics only change the spell SLOT. A maximized fireball is still a 3rd level spell, but it is a 6th level slot.
