So, say you have all of the senses in the D&D rules. Life, tremor, mind, whatever. Ignore how utterly overwhelming such an intake of information would be, as D&D does.

Now say that you are blinded. Do you still take the penalties for being blind, if your target is within range of your other senses?

Depends on which penalty and which alternate senses you have. Some senses do not count as full perception, and only allow you to pinpoint a target. In that case you wouldn't have to guess at the square to hit, but you'd still have the 50% miss chance for not being able to see your target, and you might not be able to perceive the environment around you, so you'd suffer the movement penalties for being unable to see (Mindsight, for example, only shows you intelligences, so you still have to be careful not to slam your shins on a big rock.) Some other senses are considered equivalent to normal sight, just not dependent on eyeballs (Blindsight as compared to Blindsense, I want to say certain forms of Tremorsense, the psionic power Touchsight) and would not be hampered by being 'Blinded' at all.
