Are Strongheart Halflings in 3.5, and if so what book are they in? Does anyone think they're unbalanced compared to the PHB races?

Yes they are in 3.5, found in the Forgotten Realms Campaign Setting book.

They're a mostly straight upgrade from the core PHB halfling, in that they get a bonus feat and lose the +1 racial bonus to saving throws. With a wise choice of feat, that's usually a good trade.


Edit: As for unbalanced compared to the other PHB races? Not really. The bonus feat is a great help, but not so powerful as to make them objectively better than the other PHB races(aside from the PHB halfling, that is)

Yeah it seems like the PHB halfling is rarely used for optimized builds, so I'm ok with it being upgraded.

Eh, the PHB halfling is honestly pretty good. Humans become OP due to the massively-improved feat selection outside core, but dwarf and gnome aren't particularly ahead of halfling, and the other PHB races are far behind. The reason it's not picked all that often is because there are few builds that actually require halfling (whereas Gnome has Shadowcraft Mage and Dwarf has Runecaster), so it's not really in the forefront of most people's minds.

Strongheart Halfling is generally better than Human, which is kind of a problem.

Blergh. Yeah, Runesmith. Runecaster is an actual PrC invented by dwarves (PGtF), but it's not the sweet dwarf-only PrC from RoS I was thinking of. Those two are really easy to mix up.
