Are there rules out there for a were-wolf style creature, but instead of a wolf they turn into a suitably-sized dragon? Basically a static dragon form, something scaled and winged and suchnot, that would work well in a game; yet not have too-too many LA and ECL penalties.

not a half-dragon, and not a druid with special feats (cool as that would be)

hmm... are there specific draconic abilities that you are you wanting to get, or do you just want the fluff of changing into a "dragon"?

If you're just looking for a fluffy were-dragon rather than some sort of specific dragon crunch you could do something as simple as re-fluff a were-eagle into a pseudo were-dragon...

I think he wants just the physical abilities and the fluff. Thus breath weapon, natural weapons, natural ac, fly, size etc...

Though no frightfull presence and tremorsense..that would increase LA and ECL too much...

Flying should at least add 1LA the fact that you can change should add another 2 LA(for pure weredragon that is) 1 LA(for a bitten one). Natural AC, size and natural weapons(depending on damage though) should add at least 2-5 ECl and the abilities also another 1-5 ECL according to how much you chose to add.

Even so i think this thread is more suitable for the homebrew forum...you might have better luck and more precise answers there...

Plugging the Psuedo Dragonet into the lycanthropy template might do the trick with 2D12 and +3 LA although it is listed as a Tiny creature instead of small (IMO losing the Poison attack would be worth losing +1 LA).

The Small Dweomervore from Waterdeep City of Splendors has 6D12 and No LA. Always thought it would make an interesting Were type for a Spell Thief.

A Wyvern has 7HD and no LA but a Huge size.

Add another +1 LA for Inflicted Were and +2 LA for Natural.

Lots of source books but Races of Faerun limits were shapechanging by one size from the base creature. A medium sized creature could change into a small, medium or large sized were-creature.

A Were Kobold could be interesting.
