I'd say yes to Dragonborn.

Kobold, depends on how the DM is running their lineages.

Sorcerer is a tough call.

Lizardfolk would most likely be a no.

So, by RAW, no.

If as DM I wanted something more general, I would lower the damage down from 3d6 to 1d8 and let it count them, although lizardfolk do not have any real tie to draconic heritage, so I would omit them.

Aye kobolds are often described as "little dragons" and very definately related, but if you just need to be related then it should affect sorcerers too.

I agree that lizardfolk are not actually related to dragons and are more like the slann from warhammer, ancient themselves possibly predating dragons, they are essentially remnants of an extinct civilisation.
