Do humans still get the additional skill point per level (x4 at creation), and bonus feat at first level?

Yes. It's just that it's accounted for in the character generation rules, because everyone is human.

In Urban Arcana and D20 Future, you'll note that nonhumans gain one less skill point per level than humans do.

No. D20 Modern assumes all characters are human, and incorporates the extra skill point into the classes (and the extra feat into character creation, as I recall).

EDIT: ...what do you call it when you're ninja'd, but with an opposite answer that yet means the same thing? Ronin'd? :smallconfused:
