How would it work. What kind of spelks?

I guess it depends on what you think more than the name of it. One option would be to do a druid that gets its magic from the city in itself, instead of the nature within the city. While the simplest way would be to just to add city as a choice for circle of the land and have a new list of 8 circle spells for it.

But I would do it around the concept of that life finds a way, weeds growing between the cobblestones and vermin adapting to survive in places not suited for them. A super rought outline for a city druid.

Circle Spells
At 3rd, 5th, 7th, and 9th level you gain access to Circle Spells connected to the nature within the city. Once you gain access to a circle spell, you always have it prepared, and it doesn’t count against the number of Spells you can prepare each day. If you gain access to a spell that doesn’t appear on the druid spell list, the spell is nonetheless a druid spell for you.

Life finds a way
Starting at 2nd level, you always find whatever flora and fauna you need for your magic. When you cast a druid spell with a piece of a plant, a bug or an animal as its material component, you can cast it without having the material component.

Herald of Vermin
Beginning at 6th level, you have Find Familiar prepared, and it doesn’t count against the number of Spells you can prepare each day. It counts as a druid spell for you. When you carry your familiar, you have advantage on intimidation checks and survival checks.

Lord of Flies
At 10th level, you have control of vermin, rodents and insects. You may cast Conjure Animals without expending a spell slot with the following modifications. You conjure a swarm of beasts with a challenge rating of less than a third of your druid levels. It has a duration of 8 hours and does not require concentration. Once you have used this feature, you must finish a short or long rest before you can use it again.

The Nature that Never Sleeps
At 14th level, you are used to the harsh and stressed nature within man-made walls. When you are affected by one or more levels of exhaustion, you only suffer the effects of 2 levels lower (a minimum of level 0). (You suffer from the first negative effect at 3 levels and die at 8 levels)

I have no idea how balanced it is. If you google, there are a lot of different homebrew circles of the city, concrete and urban things made by other people that might be more balanced and more into your taste.
