Chain Spell Metamagic Clarification

This metamagic seems... strangely written?

It clarifies a lot of penalties for different spell types, such as damaging or non damaging.

But what if the Spell is just a Ranged Touch Attack? Like Enervation? It would appear that Chaining it literally would just give a lot of free hits against other people?

Am I misreading this?

Enervation, and most ranged touch spells, have no "Target" entry, it's instead an "Effect" such as Ray. If it has no "Target" entry, it can't benefit from Chain Spell.
