I'm currently working on making some magic weapons or armor that unlocks when meeting requirements or special quest to unlock it in my home brew campaign. They have three states they are in called the Dormant State, Awakened State, and Exalted State. In the older editions they had good guidelines to craft legendary weapons but 5e.
Example made so far.
Dwarven War cleric of Marthammor Duin
I did swap out the trickery domain for the tempest domain.
Called the storm bringer (Warhammer or mual)
Dormant State
+1
1d10 thunder damage
Control Weather 1x day
Awakened State
+2
Lighting bolt
Exalted State
+3
2d10 thunder damage
Is there a way to make the abilities better that doesn't break the game.
