I was making a new character on PCGen, when I noticed the oft-overlooked Sage bloodline's first level ability:

"Arcane Bolt (Sp): Starting at 1st level, you can unleash a ray of magic force as a standard action, targeting any foe within 30 feet as a ranged touch attack. This ray deals 1d4 points of damage + 1 for every two sorcerer levels you possess. This damage is treated as a spell of a level equal to half your sorcerer level, and is a force effect. You can use this ability a number of times per day equal to 3 + your Charisma modifier."

This has an interesting note when you realize that by being a spell of a level equal to half your sorcerer level, that at 20th level (and if you round up, 19th, but you're supposed to always round down), you are casting a 10th level spell.

Does this interact with Arcane Blast?

"As a standard action, you can sacrifice a prepared spell or unused spell slot of 1st level or higher and transform it into a ray, targeting any foe within 30 feet as a ranged touch attack. This attack deals 2d6 points of damage plus an additional 1d6 points of damage for every level of the spell or spell slot you sacrificed. 0-level spells may not be sacrificed in this manner."

This wouldn't work at 1st level (it's a 0-level ability at 1st), but you can't get the feat until 10th anyways.

If not, what does it mean that the arcane bolt "is treated as a spell"? If so, is this a viable means of converting "1d4 damage + 1 for every two sorcerer levels you possess" into "2d6 + 1d6 for every two sorcerer levels you possess"?

It's neither a prepared spell nor an unused spell slot, so even if you read "treated as a spell" as generously as possible, it wouldn't be able to interact with that ability.

Are there any other features that could get use out of casting a 10th level spell?

Nothing comes immediately to mind - but the other issue is the ability says "this damage is treated as a spell..." - suggesting it's not the entire ability that's treated as one, just the damage calculation.

You could use it to quickly "charge" a Rod of Absorbtion (https://www.d20pfsrd.com/magic-items/rods/rod-of-absorption/) or a Staff of the Magi (https://www.d20pfsrd.com/magic-items/artifacts/minor-artifacts/staff-of-the-magi/), although the rod use will *usually* be a waste of resources (a Rod of Absorbtion is a defensive item, first and foremost; pretending it's five scrolls of 9th level spells would have less than half the market value of the Rod)..
