Hello, I was running through the divine section of the Srd and noticed that almost all of the divine salient abilities require a character to be at or above level 20. Why is that?

The reason I ask is I'm creating a campaign setting where it's quite likely that gods will die, and as such I need them stated out. My problem arises with my overdeities. They existed before the 'big bang' that created the universe, thus having no need for arbitrary divisions like classes. For a few years they assumed living forms and progressed without much of their divine abilities, they assended back to their position as overdeities after reaching level 15. One god, Light, has a divine rank of 32, while Shadow has a divine rank of 35, but they qualify for very few divine salient abilities. What should I do?

For those that care/need to know: Light is Fighter 10/cleric5 while Shadow is Rogue 15.

Waive the requirements on said abilities. Or give them outsider hit dice in addition to their class levels.

I thought about dropping the requirements for them but if I do that, then there really is no point in trying to stat out the gods. But the outsider hit dice I didn't think of, I'll have to think more on that.

EDIT[hr]What's really sad is most of the normal gods will be level twenty-twenty five and I need my overdeities more powerfull then them by a large margin.

Outsider hit dice covers most of the BAB requirement stuff. For class levels you may want to just add some fluff that they each trained against each other in their respective arts (classes).

Dieties and Demigods allow a PC to become a DR0 Einherjer with 20+ HD so that could take care of it. Page 199 Asgardian monsters. They were updated in the Dieties and Demigods FAQ PDF Update on 7/18/03 at Wizard's on page 6 for the lower 10 HD requirement:

The update pdf has all the mechanics like the SRD if you want to down load it or print it out.

Mechanics are in the SRD:

I gather that there are some folks on the net who have given a lot of thought to the subject of statting up deities. Perhaps you should ask them (http://community.dicefreaks.com/index.php) about your concerns.

I haven't read them in detail, but the Dicefreaks community seems to have put a lot of thought into their deity creation guidelines (http://community.dicefreaks.com/viewtopic.php?t=12), so they might be worth checking out.
