Four Elements Monk and Warcaster

1) Does Four Elements Monk qualify for Warcaster if you have an Elemental Discipline that lets you cast spells (like Sweeping Cinders Strike, which lets you cast Burning Hands for 2 ki)? How about Spell Sniper?

2) Could I use Warcaster to cast Hold Person on someone trying to run away if I had Clench of the North Wind?

Same question holds for Shadow Monks and other Monk subclasses that can spend ki to cast spells.

Warcaster only requires you to be able to cast a spell to take it, so you can take the feat.

The second answer is a bit less clear, but it doesn't seem to disallow it, and I wouldn't consider it overpowered, so that's a yes from me.
