Using wand creation rules (both 3.x and Pathfinder) for a 4th level spell seem easy enough, except that the spell under consideration includes a Material Component based on the HD of the target.
The spell is Seed of Undeath (http://dndtools.org/spells/complete-mage--58/seed-of-undeath--860/) from Complete Mage and I believe also Spell Compendium.
Creating a basic 50 charge wand of a 4th level spell costs 21,000 in both systems. But isn't the cost of any material component added to that? And added per spell? (50 spells = 50 spell components). Seed of Undeath has a Material Component cost of 25 GP per HD of the target.
So, added to the base cost is the Cost per HD of a target, which would result in a wand usable only against the HD it was built for (and I assume anything lower).
I am just trying to keep the math straight...
