Heritage feats?

In the complete mage under heritage feats for 3.5 it says a character can pick up a heritage feat at any level. Does that mean that as long as u meet the prerequisites u can get them at a level where u normally wouldn't get a feat, that u could get them in addition to when u get a bonus feat, or just that u can only get them as ur bonus feat? I asked my DM but he hasn't had any luck finding an answer and neither have I. Any help would be greatly appreciated.

It just means you do not have start at level one with them. You still only later take them when you have a feat slot which for 3.5 is usually 3rd, 6th, etc.
