Traditionally outsiders and spirits cannot be rezed. (No Soul!)

Even OOTS touches on this. (http://www.giantitp.com/comics/oots0603.html)

Has anyone seen anything that suggest 5th ed is different in this regard?

The text of the raise dead spell says "creature" not "humanoid". I'd argue based on that that anything that can die, can be rezzed.

If you count "unlike 3e, there's no rule that says they can't be resurrected", then yes. As long as you have appropriate spell (Reincarnate only works on humanoids, only True Resurrection and Revivify works on undead) and access to the corpse (and you don't even need a corpse for True Resurrection) within the time limit, any creature can be brought back to life (or unlife, in the case of undead and Revivify).

Also, outsiders aren't a thing anymore. It's just fiends, celestials or whatever. And notably, both lowest ranking devils and demons are explicitly made out of mortal souls, as are genies.

Also, unlike devils, not all demons are created from mortal souls. So what of those that aren't?

Blackrazor can devour souls of anything except constructs and undead, and it can detect any creature that isn't construct or undead through its Soul Hunter ability. That suggest every creature except constructs has a soul. Now, it's bit stranger with undead, but their immunity is propably due to being powered by negative energy rather then being soulless, as some of them explicitly ARE souls.

Lets muddy the waters a little more: what about planar constructs like the Modrons of Mechanus?
