We're starting a new campaign and I find myself in need of a character. The campaign takes place in heavily modified Faerun and includes a number of house rules. The most important changes include:

1. Spellcasting (no clarification if it's arcane or divine) is distrusted/illegal in much of Faerun. Most wizard NPCs and organizations (Elminster, Seven Sisters) are either dead, in hiding, disbanded or otherwise inactive. The notable exceptions include Red Wizards of Thay, the nation of Shadovar, elven mages (Evereska?). What follows from this rule is that arcane casters may have it difficult (don't know about divines), and the availability of magical items may be severely limited.

2. Very limited Polymorph: Changing form does not grant any "magical" benefits such as Sp or Su qualities. No Natural Spell (to the best of my knowledge). Magical items, if not enchanted with specific property, become inert if their user is polymorphed. Magical items 'adapt' to their owner's true form and will not grow/shrink except if the owner is subjected to an Enlarge/Shrink Person spell.

3. Resurrection is extraordinarily difficult. Apart from all the usual components, "A great sacrifice has to be made in order for the god to relinquish their hold on the subject's soul", to quote the DM. Anything from a big chunk of XP to a willing sacrifice of another sentient being.

4. LA+ races do not have their LA (!!). Precisely speaking, if we choose to 'replay' characters we used in a past campaign, the DM will ignore the LA. Specifically, we may play the Drow with all the benefits but no price. It will slightly offset the penalties of limited magic. Sadly the DM objected to us playing half-demon, half-dragon paragon illithids with no LA (or at all.)

5. Only one PrC may be taken up by a character and access to it is not granted. If roleplayed appropriately the PrC may become available; some requirements (such as specific race or alignment) may be waived. Once a PrC has been entered, it must be finished.

Background: Lore/History of Faerun is changed. Game starts 50 years in the future of Faerun where cataclysmic events have taken place (see 1.). Unorthodox choices (such as good Drow Red Wizard of Thay :P) are possible.
The party includes a rogue, a dragon shaman, a wizard specialist (Evocation, aiming for RWoT) and myself. I'm inclined to play a cleric of a good deity or a favoured soul. Most probably all players will have SR making in-combat buffs and healing problematic. The campaign enemies will be mainly undead, dragons and the Drow.

While I see this campaing set up for a disaster, I'm still willing to try it. I'm a very poor character designer, so I'd like to ask for your help with choices and numbers.

No Book of Nine Swords, no alternative casting systems (Shadow Magic, Truenaming, Incarnum etc).

Stats:
16, 15, 14, 14, 12, 12 (in any order. Apply Drow bonii.) Start at class level 5.
Crunch wise, I'm interested in a Divine Metamagic Cheese, I think.
