So, I was thinking about running a game set on ravnica, and realized that no wizard subclass uses ghosts really (Like the Orzhov do), How could we make a necromancer centered about the spiritual side of ghosts? What features would the subclass have? Any current spells that would fit the concept? What spells could we create for it?

The first thing that leaps to mind is "spells that hurl ghost bolts that pass through cover".

I like that, kinda like sacred flame but neurotic damage and maybe an attack roll? Should it also be a cantrip or should it be higher?

On other questions, what could be a ghostly version of animate dead?

Basically, the idea of throwing miniature ghosts could be their "thing". If these projectiles had just a shimmer of their past lives' awareness, they could even be partially self-guided, bypassing not just cover but concealment as well.

You could easily make multiple variants of this, from a simple 1st-level attack roll spell to a 5th-level version throwing out multiple life-seeking missiles. Imagine a spellcaster, surrounded by a swirling swarm of spirits wailing in horror, peeling off from the swarm one, two, or a dozen at a time to shriek through the air towards a victim, phasing through doors, walls and darkness.

Also, there's the other way around. A spellcaster who specializes in ghosts can probably fight them pretty well, too. A spell that uses chains of force to grab an insubstantial foe? A force field around themselves that prevents, or hampers, ethereal movement? A divination that can sense spectral presences, even within solid matter?

I really like that idea, seems pretty useful and flavorful

A few custom spells or additional applications of Create Undead. Trapping souls seems to start at 6th level spells (Magic Jar, Soul Cage etc). Maybe just add “If you have a soul trapped via Soul Cage or Imprisonment you can use it to replace the normal material component for this spell and create a Shadow.if you use a 7th level slot you create a Spectre, 8th Level slot create a Poltergeist or Ghost, 9th Level you create a Banshee.”
