Does legendary animals werebeast exist?

I'm asking both about RAW and RAI.

Does the rules allows for legendary werebeasts? And were they intended to exist?

The Lycanthrope rules in the SRD can use "any predator, scavenger, or omnivore whose size is within one size category of the base creature’s size", so if a Legendary animal fits those criteria then that should work just fine.

Lycanthrope has only three rules for the base animal:


Must be of the Animal subtype
Must be within one size category of the base creature
Must not be an herbivore


As long as it doesn't break those three rules, anything is fair game.
