Piecemeal armor

I am making a gnoll character. I found the variant rule system piecemeal armor. As gnolls are scavengers this system is fantastic. But it is a little complicated and I need some help figuring out things. When you wear a full suit and it turns out to be medium armor does your movement speed lower to 20ft? If you choose all 30ft movement speed pieces does it still turn out to be 20ft? It doesn't say what happens to the speed when you make a suit.

Well the rules say you use the worst speed penalty. So if there are no speed penalties then there's no speed penalties.
Strangely scale through piecemeal has no speed reduction, even though the full set is supposed to have the speed reduction.
