I would say no to both. Wild Empathy is not a diplomacy check and soothing voice doesn't really seem to apply here either. The diplomacy check is just part of the bardic music.

If you want to make quick diplomacy checks Binders still seem to be the most efficient a level 1 dip for Naberius is pretty decent.

RAW Smooth Talk may not work with Wild Empathy, but it would arguably be reasonable to allow it (“This ability functions just like a Diplomacy check made to improve the attitude of a person.” and it’s not like this feat or its effect are exactly overpowered.). Probably more of a stretch to let the feat work with Soothing Voice ACF, since (as Silva pointed out) the Diplomacy check is part of the music and not really rushed in any case.

The feat is probably generally not worth it, given that Smooth Talk gives you effectively +5 only on rushed Diplomacy, vs Skill Focus giving you +3 all the time. (And Skill Focus is most of the time not really worth taking except as a prereq.)

I suppose if you can get Wild Empathy allowed and you are going to have full or near-full Wild Empathy progression, and you can reasonably win initiative a fair amount of the time and you are going to be making primarily full-round-action Diplomacy/Wild Empathy checks to end combat before it begins, and your party is OK with this schtick, and you don’t have access to Binder or have multiclass issues or can’t afford a level but can afford a 1st level feat in your build, then maybe.
