I'm a bit puzzled how NPC gear values are supposed to work in relation to PC wealth by level. On p.55 of the DMG, it notes that NPC gear is worth about 3 times what the typical treasure for a monster of that CR is worth, but says "since the gear is mostly magic that the NPC can use against the characters (some of which is one-use), it all evens out".

At low levels, even a single scroll or potion can take up a significant percentage of an NPC's gear, but at mid-high levels, unless they're using things like scrolls of Wish or Miracle, it's rare that single-use items will make up much of their gear value, given that the average combat lasts about 5 rounds.

So...how is this supposed to work? Is it just assumed that NPCs only make up a fairly small minority of the opponents PCs face?
