So if you, an ally, or a mount is struck by an ATTACK while within 5' of you, you may use your reaction to "deflect" it by rolling a 1d8, adding it to the target's AC, and then grant them resistance even if the attack still hits.

Judging by the wording, ATTACK by itself could mean melee, ranged, or spell attacks (Actual attacks and not saving throws).

I am reading this correctly, yes? It feels very... awesome.

Yes you are reading it correctky. It is ok ish because you only have one reaction per turn. So... Yeah. It's basically the same as the fighter defensive style were he can impose disadvantage on one attack roll as a reaction. It really isn't great, but its ok.
