1) The Swift Surge ability "stacking with Skirmish" doesn't mean it's actually Skirmish, right? On the one hand, no Skirmish-based boosters, but on the other hand it still works on creatures immune to critical hits right?

2) Fortified Hustle doesn't prevent Slow from countering your Haste spell, right? What about other effects that slow you - actually, how does non-Slow slowing interact with Haste?

3) Can you benefit from the extra attack from a Speed weapon after you get Perpetual Options, since that changes the extra attack to an extra partial action?

4) Is Innervated Speed a swift action or a standard action?

1) It's not skirmish. It's just saying explicitly the speed bonus stacks.

2) Slow cannot dispel it. Slow functions as the counterspell/dispel to Haste, but the ability prevents it from being dispelled.

Other speed penalties would apply as normal.

3) This is more fuzzy, but I would say yes. Since you're no longer benefiting from the same benefit, it would mean your eligible for the second one. I could see it being argued, however.

4) Yes. And by that I mean it's the same action as casting the haste spell.
