Do Binders just know how to summon any vestige of the appropriate level?

The title. Tome of Magic doesn't say either way, but seems to imply they do. I thought it would be interesting if they only gained one or two when they leveled and had to discover other requirements and seals, but I don't want to hurt the viability of the class; if they're supposed to know them all, I'll keep it that way.

Yes, they know them all. They already have the knowledge but not the strength to call the stronger vestiges. Note that custom vestiges or online ones you can definitely keep to having the players find hidden repositories of lore on their signs.
