I am using an excel spreadsheet for my character sheet, and it seems to be really useful. The thing is, I'm curious if things like the PHB2 are considered OGC, since I know that the standard PHB is. I suspect that it's not considered open game content, but I thought it would be worth asking.

No it is not. It says so on the title page, with all of the copyright information.

The D&D Open Gaming Content from Wizards of the Coast is largely derived from the following books:

Player's Handbook v.3.5
Dungeon Master's Guide v.3.5
Monster Manual v.3.5
Unearthed Arcana
Expanded Psionics Handbook
Epic Level Handbook (3.0)
Deities and Demigods (3.0)
You can get all this OGC at several sites, including The Hypertext d20 SRD (http://www.d20srd.org/).
