Does anyone have insight as to whether or not epic spell seeds/spells count as being on the collective spell lists of casters? Or do only the spells you develope count?

You can learn an Epic Spell if it's inscribed on a Tablet and if you can cast Epic Spells.

Epic Spell Seeds are a guidline; The DM may decide they have the form of a tome or that they are some artifact... Generally you don't so much "get" a spell seed rather than follow it's guidlines in the cost (representing exotic and rare materials used for the spell) and DC to develop an Epic Spell when you decide to do so.

The Epic Spells described are only examples. None of them are automatically on anyone's spell list (unless your DM says they are).

You have to develop the spell or you have to find some way to learn it to get it on your spell list.

Just the ones you work with your DM to develop for you (or that the DM gives you in loot in tablet form). And you can inscribe them on a tablet for others, but that is just as difficult as researching it in the first place. And the tablet works just once.
