Ethereal travel question

Can a succubus use its ethereal ability to travel to the border ethereal while in the nine hells? I know on the table of the planes the ethereal plane isn't linked to the nine hells but I don't know if that means you cant directly travel between the 2 or not? Help please

It is pretty weird, but...
Etherealness. The fiend magically enters the Ethereal Plane from the Material Plane, or vice versa. RAW, it doesn't even matter what planes do or do not have an ethereal border. The ability works strictly between the Material and the Ethereal.
