If I have a 7th lvl Sorc 4th lvl Pal, am I allowed to choose paladin and Sorcerer spells up to 5th lvl?

Nope. Anything in the Classes chapter uses the class level.

You are both, and independently:
- sorcerer 7 who can learn 4th sorcerer
- paladin 4 who can learn 1st paladin
It does not matter that you are a level 11 character, each class is processed independently.

Something about the wording threw me off (especially the paladin section as they don't really have a "set" based on lvl, rather, access to slots).

If someone challenges you on that, ask them if a wizard 17 / cleric 1 has access to true resurrection. That's the easiest way to see what's wrong.
