Dorothy is just a commoner with a pet dog.

The NPC they meet at the end provides what I'm pretty sure is well under WBL.

I'm thinking he's not an actual Wizard. Maybe has ranks in craft (not exactly alchemy).

I believe there's a Charlatan prestige class in Dragon 335. Expert 5 / Charlatan 5 would be my build for Oz.

Or a bard with amazing skill ranks in perform sing if going with the movie version.

Well the Witch is most probably a Green Hag by context.

Hadozee minions, perhaps?

To be fair, he is an inventor pretending to be a wizard and even admits so himself. I think straight expert is fine with ranks in bluff, intimidate, profession (engineering), and a decent number of crafts and maybe Night Haunt feat.

With no spells, inspire courage, etc.?

Not everyone who sings well is a bard.

I think calling the others fighters and barbarians is a bit overzealous as well.

+Warforged FighterDragon #341 have Tin Golem: Medium-sized 3 HD Construct with Int 5 and 6 ranks in two Craft or Profession skills

+Warforged (with wooden body? feat) BardIMHO, better would be either Conscious Scarecrow from Dragon #355 (just do something with unnecessary Su abilities), or Harvest Golem from Magic & Mayhem (scaled down to Medium size)

Hadozee minions, perhaps?Actually, Flying Monkeys were statted in the Dragon #344 as 1 HD, CR 1/3, Tiny Magical Beast (may be advanced up to Medium size)

Whichever one of those two has an int score. If both, probably scarecrow.Only Scarecrow have Int score (and Level Adjustment): while average Scarecrow is Mindless, Conscious Scarecrow got Int 10 (with appropriate skills and feats)

Bard variant with lots of ACF's. Seemingly gives some benefits to friends by singing *out* of combat!
