So just a quick note down on some thoughts (probably for a one-shot):

Players start with 20 class levels to spend as they wish (maybe 19).
If it normally scales with class level (such as Ki Points, Rages, Wild Shape CR restrictions, etc.), it instead scales with Character Level.
The level 4, 8, 12, 16 and 19 ASI are based on Character Level.
Hit dice are awarded based on Character Level, starting with the highest hit die among the chosen classes.
Spellcasting Progression is a bit more complicated. Using the multiclass table (but rounding up), work out a spell table for your character, and that ties to your Character level.

All in all it's probably quite imbalanced in it's roughness, but you start with most of your abilities, and still have a sense of progression, as well as being able to take on bigger threats as you level.
