Is there a 1-to-1 correspondence between the pools in the Astral Plane and portals in the Material Plane (or other plane)?
Is that correspondence fixed? In other words, does a particular pool on the Astral Plane always connect to the same particular portal on the Material Plane (or other Plane)?

As a general rule they're static while open, however there are exceptions such as the Scramble Portal spell.

I believe they are NORMALLY fixed based on their original opening.

We know this because of the exceptions to the rules:
1. If a mage tampers with one
2. They are connected to a plane of chaos or material world with a unique chaotic bent.

Otherwise, it’s assumed that portals will stay the same.
