MAGICAL SLEEP

3RD Level transmutation

Casting time: 1 hour

Range: self

Components: V S M (incense and dust from semi-precious or precious stones of 10gp per level of spells slot gained)

Duration: special

With this spell you can boost your spell slots up to half your maximum slots (round down).

In a special ritual you enhance your magical ability and will be able to cast a number of spell slots additional to your already available ones that are equal or less to your wizard spell level. This ability will last until you finish a long rest. After that you will go into a catatonic sleep that will last for a number of days as many as the extra spell slots you gained. The player can choose how many and from which level will be the spell slots gained. For example, if you are a fifth level wizard you have 4 1st three 2nd and two 3rd level spell slots. You can gain up to two 1st one 2nd and one 3rd. If you chose to go for the maximum possible spell slots you will have to sleep for seven days and would need stone dust worth of 70 gps. The extra spell slots gained from magic sleep are not recovered by the arcane recovery wizard feature.

After the magical sleep ends you gain a number of levels of exhaustion equal to the days of magical sleep divided by your CON modifier (round down) minus your INT modifier, thus a wizard with CON 14 and INT 18 who slept magically for fifteen days will gain three levels of exhaustion. Caution is needed to avoid death from exhaustion!

Complicated (to the point of having to reread and still not always being sure of the desired interpretation), but I can't conceive of having a spell that gives spell slots, to be honest. As a side note, referencing a specific class in the spell suggests it's better off not being a spell, and I'm not clear on how this works flavour-wise as a spell for wizards (as opposed to a feature for another spellcaster).

What is the design goal / is there a problem the spell is trying to fix?

Seconding the "What's the point?" on this. What are you trying to accomplish with this spell?

Additional consideration -- there are a decent number of characters who are immune to magical sleep... So this is just free spell slots as a spell for them? And immunity to exhaustion or the ability to counter exhaustion seems like another potential problem. Additionally, how does this interact with negative modifiers? (And it looked at first like dividing by a difference in modifiers, which ends up penalising having a high spellcaster stat. Way too complicated.)

It would seem like a very odd class feature (as a Wizard especially for flavour reasons, before touching on them already getting Arcane Recovery), but as a spell the goal is especially confusing.

+1 to what everyone else said, but also:
Why is it called Magical Sleep?
The only sleep part is an after-effect, the actual spell has nothing to do with sleep.

To be honest, the idea of a class or archetype that during a long rest does NOT recover all the spell slots but only a part, but rest after rest can accumulate a greater number than a normal class, it could be interesting.

This version of yours, however, seems to me a bit too cumbersome as well as out of context. It still has an interesting base.
