<i>Icon of Talos</i> — X rarity, requires attunement by a spellcaster.
This small square stone is carved with Talos’s symbol, three lightning bolts radiating from a point. While carrying this item, you know the <i>lightning bolt</i> spell, it is considered a class spell for all of your spellcasting classes, and do not need to prepare it in order to cast it. You may not prepare <i>lightning bolt</i> while attuned to this item.
Campaign I’m putting it in — Level 6, with a ranger, a life cleric, and a fiend warlock as spellcasters. It’s going to be used by an enemy Tempest cleric, who will abuse it utterly. I assume the life cleric will end up with it, although the fiend cleric may want it as an alternative to fireball.
Thoughts on the rarity it should be, and interactions with game rules that might prove problematic?
